NOCSOA Annual Business Meeting

The meeting was called to order by President, Douglas Matthews at 10:05 AM.

 

1)      Approval of ABM minutes from 2008

ii)      Started with $9,632.85

iii)    Still need to collect about $5,000 from schools for assigning.

iv)    Sherman has final checks for Assessors

i)        Processed 6 new members & registered with NISOA

iv)    Must score 80% on Written Refresher Test to be considered for CR assignments for 2011 (new)

h)      Grievance – Matthews

i)        Only one official grievance from a Dual Member (PA National Ref) regarding fines on assigning

ii)      Fine of $5 was paid in pennies

i)        Website – Mehozonek (not present – no report)

j)        Assessment – Sherman

i)        Conducted 49 assessments

(1)   34 different individuals as Cr

(2)   50 as AR

(3)   16 new member

(4)   12 National and National Candidates

ii)      Scores are up over last year

(1)   76% ave as CR

(2)   82% ave as AR

iii)    Working to put assessments on Arbiter in 2011

(1)   Use ave scores for all years to rank members

(2)   Board needs to put together and define procedure

(3)   Mike Good, Akron HS, has rating system on line and may be able to help set up

(4)   Sherman to get cost to implement

(a)    With all the criteria for measuring members (PPT, Refreshers, Assessments) what is being done to use it for assignments?

(b)   Matthews – board is putting together & will issue results (see Assessment)

l)        Assignment – Clay (for Wilson)

i)        350 games total - 969 Fall assignments

ii)      42 games canceled (weather, injuries, Reserve teams dropped)

(1)   65% after 10/1

(2)   Weather havoc

iii)    308 games played – 866 assignments

iv)    $104,680 received by NOCSOA members, averaged $1,521 per member

v)      500-600 hours spent on NOCSOA assignments

vi)    NCAA decreed that all games using NCAA rules must use three man system

vii)  NJCAA has its meeting in March, but will probably defeat 3 man requirement

3)      Old Business - none

4)      New Business

a)      Yannie – mileage charges

i)        Other organizations charge flat mileage for distant school assignments

(1)   I.e. Heidelberg, Tiffin, Findlay ( over 75 to 100 miles)

(2)   Why not charge $15 - $25 more to cover mileage?

ii)      Stachnik – usually all 3 members of crew drive separately

iii)    Matthews – some coaches don’t like to have same crews do double header

iv)    Kipp – NISOA is gathering date for policy on fees

b)      DelCorral – lost schools

i)        Are we doing anything to get back lost schools (Oberlin, Ashland, Wooster)?

(1)   Matthews – we constantly strive to get schools to use NOCSOA

(2)          - Wooster not likely to change

ii)      NOCSOA members are doing NCAA Tourney games – are we assigning DIII games?

(1)   Matthews – no, Vieira does

(a)    NCAC done by OCSOA, since host schools are in OCSOA area

(b)   We have good relationship with MAC & NCAA, and Vieira

c)      Yannie - Mileage adder

i)        Yannie/Manlou – move to charge schools mileage surcharge

(1)   Over 75 miles add $20

(2)   Over 100 miles add $30

ii)      Clay – NOCSOA members are independent contractors  - NOCSOA cannot dictate fee.

iii)    Manlou – doesn’t NOCSOA have a contract with schools?

iv)    Bavaro – we have right to not accept games

v)      Yannie – we should have unified front

vi)    Becker – has this been discussed with schools?

vii)   Eames – NOCSOA used to have contracts with schools to authorize us to assign (assignment fees defined)

viii)            Motion passed with one nay vote

d)     Johnson – Is there one NOCSOA person for schools to contact?

i)        Matthews – Wilson is the contact

ii)      We did not hear from any schools

e)      Johnson – Are the new shirts OK? OCOSA has one for $25

5)      Elections – Nest

a)      Vice President – nominate Darrell Clay

i)        Stachnik/Maric move to close nominations – passed unanimously

ii)      Confirmed by acclamation

b)      Treasurer – nominate Tim Dicken

i)        Sherman/Kipp move to close nominations – passed unanimously

ii)      Confirmed by acclamation

c)      District advisory Rep (for Miller) – nominate Cindy Miko

i)        Kipp/Clay move to close nominations – passed unanimously

ii)      Confirmed by acclamation

6)      District Advisory Rep actions

a)      President still needs to appoint replacement for Ganim resignation

b)      Board decided to remove insignificant geographical designation for DAR

7)      Awards – Matthews

a)      Red Brick Award (most Red Cards) – Jason Krnac (10 red cards)

8)      Renewal requirements - Matthews

a)      Need to define final policy for enforcing 3 renewal requirements (PPT, Refresher, and Meetings)

b)      Stachnik & Manlou volunteered to submit recommendations to Board by first meeting in January

9)      Announcements

a)      Sherman – Assessor meeting immediately after ABM.

b)      Matthews – See Tim Dicken for Registration after meeting

c)      Chapman – Recognition awards

i)        Alan Soper and Blaz Pesorda inducted into Ohio Youth Soccer Association North (OYSAN) Hall of Fame

ii)      Blaz Pesorda was also inducted into the adult OSN Hall of Fame
